Reporting to the Manager of Planning and Director of Planning Policy and Growth Management, the Planner/Secretary Treasurer provides planning expertise in all aspects of land use planning and assists the General Manager of Development Services, the Director of Planning Policy & Growth Management, as well as the Manager of Planning, with all statutory planning activity including the preparation of reports and agreements related to development applications, answers planning and development enquiries and assists in the maintenance of records and planning-related information. This Planner/Secretary Treasurer’s responsibilities include, but are not limited to: • Providing professional planning advice on various matters to Town Council, Committees, Senior Management, Town Staff and members of the public. • Preparation and coordination of meetings, agendas, minutes, notices and circulations for the Committee of Adjustment. • Receiving, reviewing, circulating and presenting applications to the Committee of Adjustment. • Maintaining records pertaining to the decisions of the Committee of Adjustment regarding minor variances and severances, the fulfillment of conditions of approval, review of legal documentation and final stamping of deeds, and signing of certificates as required. • Creating technical mapping and displays as required. • Conducting preliminary zoning reviews and zoning confirmation and compliance letters • Managing Planning application and preparing and coordinating Planning reports and other related Planning materials for various planning applications and matters for Council, Committee of the Whole Council, Advisory Committees, Committee of Adjustment, Public Meetings, Open Houses and stakeholder workshops. • Public Consultation, including creation and delivery of presentations for public meetings, open houses and workshops for various planning projects. • Performing records management and fulfilling notice requirements for Planning applications, following the legislative requirements of the Provincial Planning Act. • Performing site visits within the Town related to development applications. • Attending, hosting or coordinating meetings with external agencies, parties of interest, applicants and Town staff to resolve any conflict between the Town, agencies, applicants and/or landowners. • Preparing documentation required for and attends Ontario Land Tribunal hearings and mediations. • Other administrative tasks as required and necessary to fulfill municipal requirements and the requirements of the Planning Act and/or other applicable legislation. • Interacting with the Public via telephone, email and in-person enquiries, as required. • Other projects and duties as assigned by management.
The ideal candidate will have one to three (1-3) years of experience in the Planning field with experience in land-use planning in an urban growth environment. Municipal planning experience and thorough working knowledge of the Planning Act, Provincial Policy Statement, Provincial plans & policies, and relevant legislation/regulations/guidelines and policy initiatives. Other requirements include: - University degree in Urban Planning or related discipline and membership (or eligible for membership) in the Canadian Institute of Planners (CIP), Ontario Professional Planners’ Institute (OPPI) - Excellent interpersonal skills, teamwork abilities, and a strong independent work ethic - Demonstrated project/time management and organizational skills - Demonstrated creative and strategic thinking, analytical, problem-solving, and research skills. - Excellent customer service, oral and written communication, and presentation skills. - Proficient in multi-tasking, setting priorities and coordinating several initiatives, projects and applications simultaneously. - Municipal planning experience and thorough working knowledge of the Planning Act, Provincial Policy Statements, Provincial Plans, and the Municipal Act as it relates to planning matters. - Relevant knowledge of legislation/regulations/guidelines and policy initiatives. - Demonstrated proficiency in MS Word, Excel, PowerPoint, and ArcView GIS. - Experience in a computerized environment. Working knowledge of Word, PowerPoint and Excel. Working knowledge of CityView would be an asset. - Advance knowledge of ArcView GIS computer mapping and 3D modelling would be an asset. - Availability to attend evening or weekend meetings and events as required/assigned. - Valid Class “G” driver’s license and use of a personal vehicle.
