 Reporting to the Manager of Planning, the Policy Planner is responsible for a wide range of planning policy initiatives including: Official Plan review and updates, Zoning By-law review and updates, Community Improvement Plans, policy planning studies, research and analysis of legislative initiatives, changes and regulations, and administer the heritage portfolio. 
 Duties 
 
 Assists the Manager of Planning in policy development, through researching, interpreting, analyzing, preparing and recommending policy directions/options and project management activities. 
 Undertakes and/or assists with policy planning studies and special projects such as Official Plan review and updates, Zoning By-law review and updates, Community Improvement Plans, and other policy matters. 
 Assists in the review and analysis of complex land development applications as 
 Prepares detailed reports and implementation documents for consideration by Council on policy matters, special projects, and other planning matters. 
 Leads and/or participates on special projects and land use planning studies as 
 Prepares and processes Official Plan and Zoning By-law Amendments establishing City-wide land use policy and regulatory standards. 
 Provides planning, procedural and technical advice on heritage matters and administers special projects and programs related to the heritage portfolio. 
 Respond to requests for information regarding planning and policy document interpretation and provide general operational support to the functioning of the Planning Division. 
 At times, may be asked to assist the Manager of Planning and Community Development Planner with day-to-day activities (building permit review, zoning confirmations, zoning by-law amendments, Committee of Adjustment support, etc.). 
 Other duties as assigned. 
 
 Undergraduate Degree (4 years) in areas related to planning, economic development, community development, public administration, political science or a related field. 
 A minimum of two (2) to three (3) years prior work experience in the economic/community development or planning field and preferably at the municipal or other government levels. 
 Membership in or eligibility for full or candidate membership in the Ontario Professional Planners Institute (OPPI) and Canadian Institute of Planners (CIP). 
 Membership with the Canadian Association of Heritage Professionals (CAHP) will be considered an asset. 
 Knowledge and experience in working with Official Plan and Zoning By-law documents, the  Planning Act,  the  Ontario Heritage Act  and other government legislation and policies, as well as the consent and minor variance approval processes. 
 Strong organization, public relations, project management skills and writing skills. 
 Demonstrated knowledge of Microsoft Word, Excel, Outlook and Power Point, along with experience working with Geographic Information Systems (GIS) in a municipal government environment. 
 Current and clear Criminal Record Check with Judicial Matters Check required. 
 A valid Ontario Class G driver&#8217;s licence.</description>

 Participates as a team member on planning and environmental issues, data information management, and maintenance of the Records Management program related to opening planning files and updating records. 
 Assists with the preparation and maintenance of statistical database related to planning applications and activities. 
 Conducts planning related research, surveys and field work; provides analysis of data and assistance in the preparation of statistics, forecasts, etc. 
 Participates in monitoring of Subdivision, Condominium, Site Plan and other Agreements; tracking of the fulfillment of obligations, securities, insurance and certificates required under any agreement. 
 Receives, evaluates and administers applications and permit issuance for heritage and sign permits, in accordance with the Heritage Conservation District Plan &#38; Guidelines and Municipal Sign By-law. 
 Keeps informed on demographic, social, economic, regulatory and relevant policy conditions by researching and networking with other professionals. 
 Provides land use planning advice to the internal staff, Council and various committees. 
 Conducts Zoning reviews for Building Permit applications, Development Reviews and planning inquiries where appropriate. 
 Requirements 
 
 Degree in planning, environmental science or related discipline and eligible for membership in Canadian Institute of Planners. 
 One year of planning experience preferably in a municipal environment. 
 Understanding of land use planning and environmental techniques, applications and processes; applicable legislation/acts/regulations, local and provincial government functions/responsibilities and associated agencies as they relate to the planning and environmental processes. 
 Knowledge of community involvement techniques and facilitation experience is desirable. 
 Proficiency in Microsoft 365 and statistical database applications.

 Position Summary 
 Reporting to the Director of Planning Policy and Urban Design, the Senior Planner, Affordable Housing, would be responsible for liaising with housing delivery partners and other levels of government, to ensure the timely development, monitoring and implementation of affordable housing initiatives. 
 Key Responsibilities Include: 
 
 Co-ordinates the implementation of the Town&#8217;s affordable housing related initiatives. 
 Ensures that Town policies, processes, and regulations work together to support and enable cost effective and timely delivery of affordable housing initiatives. 
 Assists in the co-ordination of available resources and financial tools to support affordable housing initiatives, while building corporate and community capacity and awareness of affordable housing needs. 
 Monitors and reports on affordable housing initiatives under the Town&#8217;s Housing Accelerator Fund and the Municipal Housing Pledge, including data gathering and progress tracking of initiatives. 
 Undertakes background research and analysis on affordable housing and related issues; provides projections based on this analysis. 
 Supports the delivery of affordable housing initiatives by the private sector, not-for-profit organizations, co-operatives and the Region of Halton by establishing regular networking opportunities for sharing information about housing needs, identifying and discussing challenges and opportunities to the creation of affordable housing and ensuring alignment with council priorities and objectives. 
 Supports the creation and retention of affordable housing by ensuring that planning policies, regulations and incentive programs are aligned with affordable housing targets and objectives. 
 Works with Staff to advance affordable housing initiatives through the Town&#8217;s Official Plan, Secondary Plans and Comprehensive Zoning By-law as required. 
 Provides technical input expertise, and coordination support for various policy projects to staff, Council, external agencies, the general public and the development industry. 
 Provides guidance and advice to Staff on affordable housing policy proposals and development applications. 
 Prepares Staff reports and recommendations on affordable housing initiative and associated policy matters based upon the application of established Provincial, Regional and Town policies, sound planning principles and professional judgment. 
 Prepares terms of reference and the administration of consultant studies. 
 Project manage consultants and coordinate inter-departmental working groups on the consultation, development, and implementation of affordable housing supportive policies directed by Council. 
 Minimum Qualifications 
 
 University degree in Community, Urban or Regional Planning or a discipline related to Housing and Public Policy, Public Administration or proven equivalent combination of education and experience. 
 Minimum of three (3) years progressively responsible and directly related experience 
 Full membership in the Ontario Professional Planners Institute (RPP) and the Canadian Institute of Planners (MCIP) or other related professional designation 
 Experience in, program and policy development leading to implementation and delivery. 
 Knowledge and experience in developing and/or implementing affordable housing programs, including planning, costing, team building, implementation strategies, and building in feedback and evaluation techniques. 
 Knowledge and experience working with affordable and/or non-profit housing providers, partnerships and incentives. 
 Demonstrated understanding of housing and land use planning policy frameworks, the municipal planning system, the development approval process and the housing market. 
 Comprehensive knowledge of relevant legislation, regulations and grant funding or financing opportunities, 
 Ability to write clear, precise, well organized and inclusive reports and recommendations for approval. 
 Highly developed presentation skills and interpersonal skills, with the ability to communicate ideas, methods and recommendations to all levels of the organization, other technical experts, community partners and the general public using verbal, written and graphical techniques. 
 Strong negotiation, mediation, conflict resolution and public relations skills. 
 Proven project management, research, analytical and problem solving skills 
 Experience with progress reporting, monitoring and data tracking. 
 Demonstrated ability to exercise good judgement, sound decisions and strategic thinking skills in order to advance projects, come up with solutions and implement results and deliverables. 
 Good knowledge of computer applications such as MS Office Suite, database management, project management and online consultation tools.
