Under the direction of the Manager of Planning, this role is key to providing effective leadership and direction in the coordination and management of Pre-consultation and Planning Act Applications. A number of exciting initiatives are underway with regards to site plan control and urban design guidelines. This is a great opportunity for someone who enjoys leading, motivating, and supporting a team, providing staff direction and assisting with the resolution of contentious issues. In addition to leading the Development Planning team, you will also conduct research, prepare reports, documentation and presentations to Council and Committees and work alongside consulting services. This is a hybrid position and may require some visibility in our Lindsay office location.

Essential Duties
Manage the processing of all planning applications by the Planning Division
Provide professional planning advice to Council, staff, the public, the development community
Correspond and meet with other departments on a day-to-day basis to address issues relevant to the Planning Division and provide insight and assistance where possible, and l iaise with public, contractors, external agency professionals, and Council to inform of Division initiatives and activities
Draft and negotiate development agreements and conditions of planning approvals
Provide staff direction, assisting with resolution of contentious issues; motivate and support staff, holding team meetings for the purpose of communicating policy and procedure initiatives and to discuss Division initiatives
Develop, implement and administer the annual operations and capital budget for the processing of planning applications
Review consultants work for applications and peer-review reports prepared for the City; track service provider deliverables and spending
Ensure conformity to Provincial Planning legislation and policies and develop and conform with City planning policies and by-laws
Responsible for administering approval of consent and minor variance applications
Respond to complaints and inquiries regarding applications and proposals; provides response to telephone, counter and written inquiries
Prepare reports, documents and presentations to Council, Committees and at statutory public meetings
Prepare and present evidence at Ontario Municipal Board hearings and municipal litigation proceedings
Assist in the development and analysis of planning policies
Assist the Manager of Planning with budget preparation
Provide advice and support to all Planners in the Planning Division
Oversee the management of records and track the status of development applications
Act as project manager for large-scale planning matters requiring inter-departmental teams
Assist in the recruitment, evaluation, discipline and performance management of personnel; determine training and development needs of staff and provide access to additional training as required
Review Departmental operations and implement customer service efficiencies / improvements as needed
Perform other related duties as assigned

Qualifications
Completion of a Degree in Urban or Regional Planning or Environmental Studies or a related field
Minimum 7 years of related progressive experience, preferably in a municipal environment
Professional Planner designation
Full membership in the Canadian Institute of Planners and the Ontario Professional Planners Institute
Thorough knowledge of planning principles, statutory requirements, by-laws, provincial policies and regulations applicable to municipal planning; familiarity with current literature and trends
Supervisory experience in a unionized environment
Practical knowledge of the principles of administrative management and techniques required in the management, supervision, and administration of planning programs and staff
Excellent communicative skills, both oral and written, which include preparation of technical and administrative reports, and extensive experience addressing public forums
Interpersonal and negotiating skills to facilitate negotiations and conflict resolution
Demonstrated customer service skills at a level to develop and maintain cooperative/ collaborative working relationships both within and outside the organization
Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures
Demonstrated ability to contribute to and build upon a positive and healthy work environment
Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
Strong conceptual and analytical skills with the ability to also think and act strategically in a political and community service environment
Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
Demonstrated proficiency in Microsoft Office, the internet and any other related software
Possess and maintain a valid Ontario Class “G” Driver’s Licence
