The Watershed Planner is responsible for the implementation of ERCA’s planning advisory services functions by assisting municipalities, landowners and others in addressing resource management processes affecting natural hazards. This position will use the land use planning and development processes to deliver these services and will also assist with the coordination and development of watershed/subwatershed plans and other special studies. Such undertakings will be consistent with approved ERCA policies to protect life and property while promoting a healthy watershed ecosystem. This position reports to the Director, Watershed Management Services.

DUTIES AND RESPONSIBILITIES
Implements the Authority’s Planning Advisory Services functions consistent with relevant Provincial Policy and approved Authority policy and procedures, including reviewing and commenting on Planning Act applications and other items circulated to ERCA, coordinating input from other staff in specialized areas of expertise, and preparing related correspondence, reports, maps as required.
Assists municipalities and other stakeholders by developing strategies and formulating policies to address natural resource management in municipal planning initiatives such as Official Plans, Comprehensive Zoning Bylaws, Planning Studies, etc.
Consults and liaises with municipalities, agencies, planning consultants, landowners and residents to obtain information, address concerns and provide responses and feedback regarding proposals.
Recommends and coordinates watershed/subwatershed planning, other special studies and planning initiatives consistent with the goals and objectives of the Authority’s Strategic Plan and relevant Conservation Authority objectives.
Participates on regional planning related committees and processes, provides input into third party planning-related studies, and ensures that the Authority’s planning services are integrated with other Authority programs.
Assists with the development and review of ERCA planning advisory services policies, the continued development, integration and implementation of planning related information systems, including geographic information systems, and the maintenance of watershed planning related files.
Attends meetings of Municipal Councils and planning-related Committees to present and interpret information and provide input to fulfill ERCA policies and objectives.
Formulates and communicates expert opinions regarding planning matters specific to natural hazards, impacts and acceptability of development proposals, land use planning, etc.
Directs and monitors the Resource Planner, Term and Special Grant employees, Contractors, Students, and Volunteers, as assigned.
Performs other related duties and responsibilities consistent with the position as required.
MINIMUM SKILLS AND QUALIFICATIONS
Degree in Planning from an accredited University (consideration may be given to a degree in Environmental Science or Geography in conjunction with experience in a development design or review role).
Three years relevant experience working with legislation and process related to municipal planning, engineering, and other related legislative process, including experience in the application and development of municipal planning policies and strategies in relation to resource management issues.
Thorough knowledge of applicable legislation, policies and processes including the application of conservation authority hazard management development policies.
Registered Professional Planner (RPP) designation is considered an asset.
Outstanding communication skills with the demonstrated ability to present clearly, promote understanding through effective verbal, written, and listening skills.
Demonstrated ability to facilitate change, exercise sound judgement, resolve conflict and build consensus with the community, government, staff, and other stakeholders.
WORKING CONDITIONS
Typically, Monday-Friday from 8:30am to 4:00 pm. Occasional evening hours may be required to attend municipal meetings or conduct presentations. Schedule may involve occasional changes and overtime on short notice and occasional travel to meetings.
Environmental Conditions: Work is primarily performed within a standard office environment, and regularly requires periods of visual and mental concentration of 2 to 4 hours duration, prolonged sitting (and associated physical strain), manual dexterity, accuracy and attention to detail. Infrequent site visits which may involve prolonged standing/ walking, negotiation of obstacles, and bending or stooping.
Hazards and Risks: Normal risks associated with regular office work as well as interactions with various stakeholders and the general public.
