Reporting to the Manager of Long Range Planning, the Senior Planner, Long Range Planning will provide expert advice and recommendations on a wide range of policy planning issues, including the implementation of the City of Brantford Official Plan and Neighbourhood Block Plan process, by-laws (e.g. Zoning By-law, site plan, parkland dedication) and guidelines (e.g. urban design manual), cultural heritage planning and programs, Community Improvement initiatives, development monitoring/statistics and growth management. The Senior Planner, Long Range Planning will manage key projects such as an Official Plan update/conformity exercise including the review of existing polices intended to guide growth. The successful applicant will prepare reports and presentations to City Council and Committees, respond to inquiries and liaise with other City and agency staff, consultants, development proponents, stakeholders and the general public. On occasion, the Senior Planner, Long Range Planning may be required to respond to Provincial planning initiatives affecting the City (e.g. changes to the Provincial Planning Statement, Planning Act and other legislation, regulations and plans) and may also provide recommendations on development proposals and applications including Official Plan and Zoning By-law Amendments, Draft Plans of Subdivision/Condominium, and Site Plans. The Senior Planner will be expected to provide guidance to junior planning staff in the Department.
This position will involve time working at City Hall and time working from home, to be set out in a Work From Home Agreement, with periodic evening meetings.
A degree in Urban and Regional Planning or closely related field
Minimum five (5) years of progressive experience in planning within a municipal environment
Preference will be given to candidates with direct experience working with Official Plans and secondary, neighbourhood or block plans, by-laws and amendments
Full membership in the Ontario Professional Planners Institute (OPPI) is preferred
Demonstrated knowledge and skills in the application and interpretation of the Planning Act and other relevant legislation (e.g. Ontario Heritage Act, Municipal Act), policies and guidelines
Demonstrated experience in developing and leading effective community/stakeholder engagement programs
Strong leadership, project management, dispute resolution, negotiation and facilitation skills
Ability to work effectively in both team situations and with minimal supervision
Ability to provide a solution oriented, customer service approach using good judgement, creativity and strategic thinking
Accomplished skills and experience in statistical analysis, research, evaluation and policy development
Excellent written, verbal and visual communication skills
Strong organizational skills with the ability to set priorities and meet deadlines in a demanding environment
WAGE/SALARY RANGE: $46.44 to $58.05 per hour (based on a 35 hour work week) plus benefits.
