Job Description
High level of coordination of planners and other professional disciplines within several municipalities for obtaining necessary planning approvals for multiple developments and construction projects;
Procure and coordinate multiple consultants to satisfy technical development application submission requirements;
Monitors status of development application submissions and approvals from Pre-Consultation to approval/plan registrations;
Works with municipal and regional and other applicable agencies to address technical issues to ensure timely processing of development applications;
Managing planning and development applications submitted to approval authorities including Official Plan Amendments, Re-Zonings, Plans of Subdivision/Severance, Site Plans and Minor Variances;
Prepares and reviews consultant proposals;
Applies file and project management practices and issue resolution skill sets to facilitate the achievement of development approval timelines;
Negotiate and facilitate resolutions to conflicts and/or issues between approval authority and consulting teams on planning and other related matters;
Organizes and presents status updates of all application/projects to management;
Assists with monitoring trends and/or government policies affecting land development;
Undertakes research and/or prepares internal advice on planning and land development related matters;
Leads reviews of plans and reports to ensure the interests of the company are protected;
Provides the VP of Land Development and Owner, as required, with specialized advice and expertise concerning planning matters;
Coordinates and assists with the preparation of initial concepts for development;
Monitors development projects that are subject to conditions in approved development agreements (e.g. Site Plan, Subdivision, Condominium. etc.);
Assists in the development of department work plans and mentors Planners as deemed necessary;
Assists management with information, research and data as necessary;
Attend Council and committee meetings as necessary; and
Performs other duties as may be assigned in accordance with corporate objectives and strategic initiatives.
The Ideal Candidate
Candidate must possess a University/College Degree/Diploma. A degree in Urban Planning would be an asset;
Five (5) to seven (7) years or of progressive experience in land development and planning, preferably for a developer. Experience in a municipal setting would be considered an asset;
Registered Professional Planner designation and Full Membership (or eligibility) in the Ontario Professional Planners Institute/Canadian Institute of Planners would be considered assets;
Working knowledge of Ontario planning processes and policies, issues, applicable legislation and regulations. Working knowledge of local government functions and responsibilities, provincial government and associated agencies as they relate to the planning and land development process and understanding of best practices in land development and planning;
Strong project management skills to independently lead projects forward, while working collaboratively with others in a team environment;
Must have knowledge of Planning Legislation such as Official Plans, Secondary Plans and Zoning By-laws;
Proficiency in computer software and literacy utilizing word-processing, spreadsheet, basic drafting, presentation, and the Internet;
Excellent interpersonal, project/time management, analytical, communication, presentation, and problem-solving skills, including the ability to work well independently under minimal supervision and/or guidance;
Ability to interact effectively and courteously with all stakeholders in the development application approval process including consultants, and approval authority Staff and build cooperative and collaborative working relationships;
Must have proven experience with facilitating discussions and problem solving with Municipal and Regional approval authorities;
Intermediate knowledge of MS Office Suite;
Knowledge and experience with MS Projects would be considered an asset;
Excellent communication skills, both written and oral;
Verbal communication skills including courtesy, tact, explanation, interpretation, counseling, persuasion and judgment.
Highly efficient and effective in working in an individual as well as team environment under time constraints and to meet deadlines;
Ability to handle a high level of responsibility in a fast-paced work environment; and
Analytical and problem-solving skills.
