DUTIES:
Reporting to the Deputy City Planner (Growth), the Planner II – Development Review (Heritage) position will be responsible for supporting heritage-related initiatives mandated by Bill 23 and Bill 185. This position will conduct comprehensive research and evaluations of heritage-listed properties to determine eligibility for designation or removal from the City’s heritage register. The Planner II will prepare detailed reports and recommendations for the Development & Heritage Standing Committee and City Council, ensuring compliance with the legislative deadline of January 1, 2027. Additionally, the role will assist in coordinating the City’s heritage inventory review process, providing functional support to the City’s Heritage Planner by streamlining research efforts, improving documentation quality, and enhancing administrative efficiency. The incumbent will liaise with City staff, external consultants, property owners, and community stakeholders to facilitate heritage-related reviews and ensure transparent communication throughout the designation process. This position will also support the development and implementation of best practices for managing heritage property assessments, ensuring consistency and quality by consolidating heritage review efforts within dedicated positions. The incumbent will also perform Occupational Health & Safety duties as outlined in the Corporate Health & Safety Program and any other duties as required.
QUALIFICATIONS:
Must have a University degree in Planning, Architecture, Legal or related field, or Ontario Ministry of Education equivalency and a minimum of two (2) years experience in planning or related field;
Must be a member in the Canadian Institute of Planners/Ontario Professional Planners Institute as a Registered Professional Planner or be able to attain full membership within three (3) years of accepting the position;
Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
Must have knowledge of Ontario’s Planning Act, Provincial Planning Statement, related legislation, and the development review process;
Experience with Committee of Adjustment files (i.e. minor varainces and cosents) will be considered an asset;
Must have excellent organizational and interpersonal skills;
Must have ability to solve problems and meet deadlines under pressure;
Must have excellent verbal, written and visual communication skills; ability to make oral presentations;
Must be proficient in the use of Microsoft suite of programs, ability to develop and use graphic aids, and land based information systems;
Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
The physical demands analysis associated with this job indicates a sedentary level of work.
