Responsible for:
Provide senior level technical and professional leadership with a focus on growth management planning, including population and employment forecasting, modelling duties and tracking of residential/non-residential data in relation to all development approvals. Provide leadership related to the undertaking of special studies and technical studies; conducting research and analysis; the development of policies and procedures; report writing, responding to inquiries and liaison duties; etc.; and the supervision of assigned staff.
Qualifications and experience:
University Degree in Planning, or a related discipline (land economics, geography, demographics, statistical analysis, etc.). Membership in the Canadian Institute of Planners and Ontario Professional Planners Institute and designated as a Registered Professional Planner (RPP).
Minimum of five years (5) years with progressively more responsible planning experience combined with a minimum of two (2) years' experience in supervising professional staff. Preferably in a unionized environment.
Experience in preparing, analyzing and explaining population and employment growth forecasts/models and associated tables/charts/maps
Experience in the development, maintenance and management of a statistical data base of housing, population and economic data and conducting analyses to identify trends and projections of same.
Experience in the creation of population and employment forecasts, allocation, and land budget modelling to align with provincial growth forecasts
Experience with tracking and forecasting of City-wide, secondary plan level, and urban growth centre housing mix, persons per unit, and employment data
Experience with tracking:
residential population and employment job potential through an official plan and zoning by-law and official plan amendments and rezoning applications
housing delivery, including the number of dwelling units from draft plan/site plan approvals, building permits based on the various types of building uses, occupancy permits, and rental units
Experience in the supervision of consulting services and participation in public sector procurement processes (e.g. Preparation of Terms of Reference, coordinating Request for Proposal process, leading the proposal evaluation process, and experience in making recommendations on the hiring of consultants to assist with and/or undertake municipal planning projects, etc.).
Familiarity with Ontario Land Tribunal processes and procedures, including working with legal counsel, attendance at hearings to provide professional evidence, the preparation of witness statements and participation in settlement negotiations and mediation processes.
Familiarity with Project Management principles and experience managing consultants on land use planning/growth management assignments is preferred.
Excellent writing skills focusing on reporting, the preparation of correspondence and implementing policy documents
Excellent verbal communication and presentation skills. Demonstrated ability to communicate complex information to a variety of audiences and engage in consultation processes.
Computer literacy utilizing MS Office software applications. Experience in the use or application of GIS software and Microsoft Excel software as well as discipline specific software (when specified) is an asset.
Valid Class “G” Ontario driver’s license, in good standing with a reliable vehicle to utilize on City business, when required.
Ability to work outside normal business hours, as required.
