The incumbent researches, analyses, prepares and presents reports to Council or Committees of Council on a wide variety of municipal planning matters, with a particular emphasis on heritage matters as well as development applications. The incumbent also develops planning and heritage recommendations for Departmental consideration and the consideration of the Pickering Heritage Advisory Committee; presents and discusses findings and recommendations with Committees of Council, politicians, developers, internal staff and the public; and implements planning and heritage decisions.
• Successful completion of a University degree in Urban Planning or an Honours degree in a related discipline from a recognized University, with additional courses in heritage conservation and heritage planning. • Full membership in the Ontario Professional Planners Institute and the Canadian Institute of Planners. • Membership or eligibility for membership in the Canadian Association of Heritage Professionals (CAHP) is an asset. • Five years of progressively more responsible relevant professional planning experience, preferably in a municipal environment, with a particular emphasis on heritage planning, to include at least two years with responsibilities involving the provision of guidance to, and the review of, work of others. • In-depth knowledge of planning procedures, legislation, municipal functions, provincial plans and policy, as well as official plans, zoning by-laws, land description and mapping. • Familiar with the Ontario Heritage Act, particularly Part IV and V. • Strong interpersonal, organizational, analytical, problem solving, negotiation, communication (written and oral), report writing, project management and presentation skills. • Ability to synthesize and evaluate highly complex policy reports, development applications and supporting technical reports, and to convey complex or detailed information in a manner that is understandable to a variety of audiences. • Ability to perform research on archival records for heritage background reports, and assess properties and structures for heritage designation purposes. • Ability to exercise judgment in a rational and informed manner appropriate to the situation; obtain consensus; and resolve issues. • Ability to work independently, and as a leader or member of a team, with minimal supervision. • Demonstrated ability to develop alternative solutions in response to a wide variety of development problems, within a dynamic, fast-paced, multi-stakeholder environment. • Ability to represent the Corporation at the Ontario Land Tribunal, meetings, and other functions. • Ability to identify priorities, organize and coordinate a variety of job responsibilities having simultaneous deadlines, adapt to changing priorities, and coordinate the input of other support staff. • Demonstrated proficiency in the use of personal computers and Windows based computer applications. • Must be prepared to undergo a Criminal Reference check as a condition of employment. • Must have a personal vehicle for use in the performance of duties and possess a valid Class “G” Ontario Driver’s Licence. Must provide consent to conduct regular driver’s abstracts through the Ministry of Transportation. A clean driving record is preferred.
Compensation includes the ability to work a hybrid remote schedule, a comprehensive benefits package, pension plan, and an annual salary range starting at $88,925.20 to 98,807.80 based on 35 hours per week.
