DEPARTMENT: Development Services
REPORTS TO: General Manager of Development Services
LOCATION: Initial Placement – Paris Customer Service Office
Duties:
Responsible for the establishment, maintenance and implementation of an Official Plan, a Comprehensive Zoning By-law and other planning related documents. This may involve defending the municipality before the LPAT.
Provide oversight of planning policies and procedures development, by-law development including, but not limited to, research, development and approval process of various agreements, guidelines, terms of reference, by-laws and amendments.
Provides professional advice to Council, Committees, and the public on a full range of planning applications including plans of subdivision/condominium, official plan and zoning amendments, site plan control, large/complex developments, consents and minor variances in both urban and rural environments.
Prepares reports with recommendations for Committee and Council and letters as required.
Recommends and implements land use policies that direct the nature, type and location of future development within the County.
Responsible for long range future planning and special projects/studies.
Coordinate and liaise between County departments, public organizations, local associations and other municipalities.
Responsible for leadership, supervision/direction of Division staff.
Responsible for preparation and oversight of the Division budget.
Other duties as assigned.
Minimum Qualifications:
Degree in Planning or related discipline along with several years of related municipal planning development or policy experience.
Supervisory and mentoring experience.
Registered Professional Planner and current membership in the Canadian Institute of Planners and Ontario Professional Planners Institute required.
A significant amount of experience is required in circumstances where professional credibility is required (e.g. expert testimony at the OMB/ LPAT).
Demonstrated excellent leadership, team building, and interpersonal skills.
Demonstrated excellent verbal and written communication skills including demonstrated ability to establish and maintain effective relationships with all levels of the organization, members of Council, internal and external stakeholders, government bodies and members of the public.
A creative thinker with proven analytical, problem solving, negotiation and conflict management skills that are resolution oriented.
Ability to interpret and apply applicable provincial and federal legislation.
Self-starter with the ability to organize work, resources, and meet multiple demands and deadlines.
Demonstrated fiscal responsibility and experience with all aspects of budget preparation and administration.
Strong computer skills including working knowledge of Microsoft Word and Excel.
Ability to travel, work a flexible schedule and meet deadlines.
Demonstrated safe work practices.
